बीस से अधिक वर्षों से मैं अदालतों में खड़ा रहा हूँ — सर्वोच्च न्यायालय में, पटियाला हाउस कोर्ट परिसर में, और उससे पहले जिला अदालतों में। और मैंने बार-बार एक ही दृश्य देखा है। एक नागरिक, जिसकी शिकायत वास्तविक है, जिसका दावा सही है, जिसे कानून पहले से ही अधिकार दे चुका है। फिर भी, अधिकतर वह अपने अधिकार का प्रयोग कभी नहीं करता। इसलिए नहीं कि कानून ने उसे निराश किया, बल्कि इसलिए कि किसी ने उसे यह बात उस भाषा में कभी नहीं समझाई, जिसमें वह पूरी तरह सहज हो।
